National Network for Children presents an independent report on childrens' rights for a second year running. The National Network for Children presented to journalists, politicians and NGO experts the second report "Gradebook 2013: What is the government's average grade at its care for the children?" It is an independent review which indicates to what extent the commitments taken on by the government, concerning child policies and family policies, are implemented.
The report analyses 5 fields and grades them as follows /out of 6 as a possible maximum/:

The Gradebook has been developed on the basis of data and facts submitted by governmental institutions and the media. Besides the marked extent of development, specific recommendations are proposed, which should support the efforts of the state administration and policymakers in implementing policies for children's rights.
The Gradebook will be presented on April 23rd at the Council of Ministers during a discussion meeting with representatives of the government institutions, chaired by Deyana Kostadinova - deputy prime-minister and minister of labour and social policy.
